¿Es tan Importante el Internet en Bolivia?: El Art. 20 de la Constitución Política del Estado dice “Toda persona tiene derecho al acceso universal y equitativo a los servicios básicos de agua, alcantarillado, electricidad, gas domiciliario, postal y telecomunicaciones” uno de los servicios principales de telecomunicaciones es el Acceso a Internet, entonces el acceso a Internet es un servicio básico por ende usted debe considerarlo al grado del servicio de agua, gas o energía eléctrica. Existen usos domésticos y empresariales para el Internet, la falta de acceso a este servicio implica que usted no puede usar esos servicios y por ende es un derecho-servicio que se le está impidiendo ejercer, usar o adquirir.

Llevo mas de dos años solicitando internet, uno para la ciudad de La Paz y otro para la ciudad de El Alto, las respuestas que me dan las operadoras no cambian, Entel me responde que estamos mejorando el servicio y que por esa razón no estamos realizando nuevas instalaciones ni traslados, Viva, Tigo, Axes que no tienen cobertura o que esta saturado y que no me pueden ofrecer el servicio que espere por favor. la mayoría de las operadoras se excusa con estamos realizando instalaciones de fibra óptica para tener mas cobertura, nuestras radios base están saturadas llega la señal pero no le garantizamos que tenga buen servicio. mi pregunta es hasta cuando tendré que esperar?. lamentablemente hasta en el centro de la ciudad de La Paz no hay cobertura para nuevas instalaciones.

Tienes mucha razón Amilcar, y más aún te comento que cuando por fin obtienes la conexión ADSL, la velocidad real de navegación no llega a la que te ofrecieron y como no hay más puntos, las empresas no tienen problemas en decirte: si quieres nomas.. ya que no hay puntos uno debe cuidar de no enojarse con la empresa por que se puede quedar desconectado.

Yo estoy de acuerdo con lo que dicen colegas, Uds. que están en La Paz y el Alto y tienen estos problemas, que sera pues de nosotros que vivimos tan alejados de las ciudades troncales como es Pando donde el acceso al internet es muy deficiente y muchas empresas locales optan con conseguir sañales del país vecino Brasil ha sabiendas que esto es un delito y sancionado según nuestra constitución política del Estado.

El Internet no creo que se deba considerar tanto así como uno de los servicios básicos, pero si una necesidad cada ves mas requerida con el transcurrir de los años.
Por la Topologia que tenemos en nuestra ciudad es muy difícil poder contar con una velocidad de Internet considerable y es mas en muchos lugares alejados de la ciudad no cuentan con el mismo (y los Telecentros, muchos unidades educativas no lo usan, sera que influya la velocidad de Internet, o falta de mantenimiento de los equipos o talves el analfabetismo tecnológico)

En caso de haber en un futuro un mejor servicio de Internet. Que haremos con él? Cuando las presentes generaciones NO cuentan en el colegio por ejemplo con un programa y menos un profesor con ítem de computación. Y en la universidad en todas las carreras la formación en comercio electrónico es tan pero tan elemental o nula. Es importante reforzar la educación y modernizarla para hacer uso de estas herramientas tecnológicas.

El gobierno tiene que tomar como una ppolitica de estado mejorar la. Cobertura de internet. Y bajar costos para que mas personas puedan tener internet. E implementar programas de educacion en el comercioelectronico a la poblacion .para perder ese miedo a lo virtual.
Los bancos tanbien deven orientar su.Politica a incentivar el comercio electronico. -
El acceso al internet ahora ya no es cuestión de culturas o sociedades, como está establecida en la constitución política es una necesidad básica, empero el problema es el acceso a ella, si existen problemas con el agua, con el alcantarillado, mismos que se deben invertir grandes cantidades de dinero, para el uso de las tecnologías se dio un primer paso con el lanzamiento del satélite empero ello no está apropiado por las áreas rurales que si bien se ocupan de enviar sus productos para que sean consumidos por las áreas urbanas, deben existir políticas de fomento en esos lugares a la educación, teleeducación, investigación vía internet porque si uno les muestra la información que hay ellos empiezan a curiosear por la gran necesidad que tiene por saber más pero después migran y en algunos casos se frustran por la diferente óptica que tiene en la ciudad de las personas que provienen del área rural, es menester que se deba capacitar personal de los lugares pero que deban socializar, enseñar , guiar a los demás en los mismo lugares, crecer en sus comunidades y así lograr redes de conocimiento desde sus poblaciones con la ayuda de las tecnologías.
Pero para ello es necesario tal vez invertir en radio enlaces, porque es una forma segura de tener comunicaciones fuertes sin menospreciar el satélite que para las áreas urbanas según la sociedad no tiene impacto, porque la intención fue eso de lograr la red entre las comunidades y lugares más alejados de nuestro país; a mayor información, menos ignorancia; a mayor conocimiento, mejor toma de decisiones…. -
Bueno en nuestra coyuntura actual el Internet aun no debería ser considerado como un servicio básico pero si es una necesidad y una que esta volviéndose mas y mas requerida, ahora si bien hoy hay un mayor acceso de la población (esto debido a que se puede acceder desde un smartphone) esto no implica que tengamos un buen servicio, esto debido a que las operadoras ya están saturadas y no están realizando las respectivas ampliaciones, además de que el servicio en su mayoría no alcanza las velocidades ofrecidas. Pero claro eso es a nivel urbano, en localidades fuera del área urbana este acceso es aun mas dificultoso y en algunos casos inexistente, si bien tenemos el satélite, que en si tendría que ser el nexo para llevar estos servicios al área rural, no notamos su potencial pues no tenemos la infraestructura, en las áreas rurales, para lograr su mayor beneficio.

podríamos también decir que gracias a los teléfonos inteligentes gran parte de la población boliviana tiene presencia en internet. Entonces pienso yo también se debería de mejorarse en ese aspecto como por ejemplo el plan de datos ilimitados. Sin dejar de lado las ampliaciones de cobertura de internet adsl en las ciudades, y mejora continua de las velocidades de conexión.

El internet actualmente no es simplemente una necesidad básica es parte del entorno de vida de nuestros jóvenes y de la sociedad en general, nos permite realizar capacitaciones a distancia a las cuales no accederíamos sin esta herramienta.
Las perdidas constantes de conexión que se han ido dando últimamente en el caso de ENTEL perjudican esta posibilidad, especialmente en esta región amazónica. Y de lógica los costos no son accesibles para todos.

Es la tiempo que se tarda en comunicarse de un equipo local a otro equipo remoto en una red IP , que se mide en ms , el problema ahi es que las operadoras deben mejorar la latencia para que la conexión sea mas dinámica y rapida que apenas la operadora que tiene mejor ping es axs que tiene como 95ms a 140ms que no es tan bueno y la que estoy usando que es tigo tiene entre 110ms a 180ms que no esta bien , un ping aceptable es de 60ms para abajo y un ping muy bueno es de 25ms , esto tiene importancia en la fluencia en las clases virtuales por zoom y evitar mas lentitud o problemas en las clases virtuales , para mejor la accesibilidad a internet hay dos opciones: Que el Gobierno invierta para que mejore la accesibilidad a internet y que mejore la latencia para el internet… O bien si no pueden esperar hasta que la Starlink de Elon Musk sea global (Tardara tiempo en que pase eso). -
