Para empezar lo más importante para empezar para querer incursionar en el e gobierno tiene que ser la e-democracia y que es esto es fortalecer la democracia pero como en la consulta y acercamiento de los procesos de toma de decisiones para poder ser consultada por los ciudadanos.
Una vez teniendo esto Bolivia ha empezado ya a tener experiencias ya sea como sicoes, sigep sigma y otros sistemas a nivel nacional que se está utilizando pero son de uso estricto privado es decir que solo funciona en la institución o solo tienen acceso pocas personas .
Una distribución horizontal del manejo de la información nos podrá dar la integración de los diferentes sistemas que se utilizan o están ya implementados en las instituciones públicas de esta manera tendremos portales de información con una integración de datos de esta manera con la implantación de la firma digital podremos tener tramites online sin ningún costo ni tampoco.
Pero el punto más débil es las personas por que muy pocas personas tienen acceso al internet y también las personas no tienen la capacitación para manejar los recursos online la capacitación es muy importante.
También se tiene que fortalecer a las instituciones públicas con desarrolladores ya que hoy en día los equipos de desarrollo son muy pocos como para generar y personal administrar el volumen que puede generar las transacciones ya que el personal de sistemas es muy reducido en varias instituciones o las tareas encargadas no se dan los espacios para la innovación y desarrollo de nuevas aplicaciones el material humano es lo más importante en si para encarar estos proyectos la directrices de desarrollo también van a ser muy importantes bajo estándares.

Muchas Gracias por el aporte Roger, tienes razón al indicar que debemos ingresar en una e-democracia, y el ejemplo, es éste foro al igual que otros propiciados por otras instancia tales como COPLUTIC, 2015, que se puso a disposición de la ciudadanía un espacio virtual, también hubieron foros no virtuales que propiciaron otras entidades como la ADUANA con participación ciudadana y organizaciones sociales, lo que traduciríamos en la participación ciudadana en la gestión pública, son primeros pasos que se dan y que nos están permitiendo recoger las inquietudes de la ciudadanía.
Cómo te gustaría que mejoremos este aspecto?

Si bien existen sistemas nacionales, de acuerdo a las políticas públicas estos sistemas son los pasos de la informatización de la administración pública o lo que se ha denominado la Digitalización del Gobierno, que fundamentalmente estamos hablando del aprovechamiento de las TICs en las entidades Públicas, pero que esto no debe convertirse en informatizar la burocracia.

Respecto a la distribución de información, con seguridad debemos cambiar el modelo vertical y antiguo a un modelo horizontal, orientado al servicio y caracterizado por intensos intercambios informáticos entre administraciones y con los ciudadanos.

¿Conoces algún modelo ya implementado con estas características?

Al incorporar al ciudadano en el gobierno electrónico, también significa que la ciudanía tiene que saber organizarse, si bien hablamos de la relación gobierno-ciudadano, en esta relación debemos encontrar un ciudadano proactivo y participativo con la finalidad de generar políticas públicas en beneficio de la ciudadanía.

Nuestro plan es que de aquí a un tiempo no muy lejano, empecemos a conocer y ver portales del Estado que nos permitan ingresar por una sola ventanilla y conocer varios de nuestros trámites o realizar pagos en linea.
¿Conoces alguna organización social que tenga inquietudes como la tuya?

En el tema de los desarrolladores es un tema que se lo está abordando desde que fue promulgada la ley 164, Ley general de telecomunicaciones y tecnologías de información y comunicación de agosto de 2011, que implica un cambio de paradigma, se está trabajando sobre el plan de implementación de software libre y estándares abiertos.

Tenemos que producir nuestro propio software para no sólo ser consumidores.

Para mí la pregunta clave es para ¿qué queremos un gobierno electrónico? y la respuesta surge inmediatamente, no se trata de una moda se trata de una necesidad.
Desde un punto práctio un gobierno electrónico permitiría realizar tramites que hasta hoy son tediosos para todos los ciudadanos, largas filas, documentos extraviados, funcionarios que no están en su puesto o que estan eternamente ocupados, pueden terminiar si se ordenana los trámites burocráticos por un sistema electrónico de gestión y desarrollo de trámites.

De alguna manera hoy vivimos con experiencias donde las nuevas tecnologias facilitan siertos tipos de trámites como pagar servicios en linea con tranasferencias de dinero de una cuenta a otra, pero la regularización de trámites en los municipios por ejemplo son un verdadero dolor de cabeza.

Desde mi lectura se trata de mejorar el sistema de tramitación, con la posibilidad de darle seguimeinto en cada uno de los procesos, rediciendo el desgaste del tiempo útil y efectivizando los pasos.
Por otro lado es la posibilidad de expresarse como usuario o como consumidor de seierto tipo de servicios para mejorar su uso o implementación.
Por último el control social tiene una erramienta útil en los gobiernos electrónicos cuando se puede acceder a información considerada de dominio público para evidenciar el nivel de efectividad y de gestión en la administración pública.

Actualmente podemos acceder a sieta inofrmación, pero sigue siendo limitada y por otro lado se requiere una interacción que permita mejorar la relación de los ciudadanos con las entidades del gobierno.

Definitivamente es una necesidad de los países que ven a la tecnología como una forma de progreso, utilizar la tecnología para hacer que los procedimientos sean eficientes, transparentes, seguros, etc. en beneficio del ciudadano o ciudadana como se denomina en la actualidad, el desafío queda en asumirlo en forma integral de política pública, pero a la vez debemos planificar, buscar recursos humanos y financieros.

Queremos que no comentes que trámites o regularización de trámite, te están tomando mucho tiempo?? para poder tomar en cuenta y analizar la solución posible del caso.

Una de las características del gobierno electrónico es la implementación de foros, que funcionan bajo un reglamento, con la población además de personas representativas de las organizaciones sociales que aporten a construir mejores políticas públicas, más allá de encontrar una determinada solución tecnológica, en busca de la excelencia en la ejecución de las tareas de la administración pública.

En la actualidad encontramos información limitada y aislada, como dices, porque tenemos instituciones que trabajaron aisladamente, el gobierno electrónico nos obliga a trabajar en coordinación con otras instituciones en beneficio de la población.

Desde mi punto de vista,son dos aspectos: a) la sistematización de los procesos de las instituciones del estado (internos y para la población) y b) los servicios y aplicaciones que estado puede proporcionar a la población para que mejore su condición de vida.

Después de definir el norte o el objetivo, toca evaluar y planear la implementación, que desde en mi opinión es el problema principal. Muchas buenas ideas quedan en eso, ideas, por no planear una estrategia real y por no tener el apoyo de una instancia de peso suficiente.

Muchas gracias por la reflexión José Delgado, estamos trabajando dentro de las características y principios del gobierno electrónico, que básicamente tenemos: el uso de las tecnologías de información y comunicaciones (TICs), la prestación de servicios por parte del Estado en forma ágil y eficiente, la participación de los ciudadanos en el proceso de toma de decisiones (gestión pública), dentro de un marco de transparencia que favorezca el ejercicio de la democracia y el soporte jurídico de apoyo.

De hecho en la ley 164, Ley General de Telecomunicaciones y Tecnologías de Información y Comunicación de agosto de 2011, indica “ARTÍCULO 77 (SOFTWARE LIBRE).- I. Los Órganos Ejecutivo, Legislativo, Judicial y Electoral en todos sus niveles, promoverán y priorizarán la utilización del software libre y estándares abiertos, en el marco de la soberanía y seguridad nacional.
II. El Órgano Ejecutivo del nivel central del Estado, elaborará el plan de implementación de software libre y estándares abiertos en coordinación con los demás órganos del Estado y entidades de la administración pública.”

Por un lado, a partir de esta normativa, el Comité Plurinacional de Tecnologías de Información y Comunicación, (COPLUTIC), la gestión pasada ha elaborado el plan de implementación de software libre y estándares abiertos, el cual pensamos sea el inicio para llegar a tener los estándares de los que nos comentas.

Por otro lado, el D.S. 1793, aprueba el Reglamento a la Ley Nº 164, para el Desarrollo de Tecnologías de Información y Comunicación, donde se habla de la migración de los sistemas de entidades públicas a software libre y estándares abiertos y muchas entidades ya lo están realizando.

En nuestro país considero una necesidad imperiosa la implementación de un gobierno electrónico, para promover la participación ciudadana de manera eficiente y transparente, en las relaciones de derechos y obligaciones que se tiene con el estado. Considero un enfoque de gobierno electrónico de inicio unitario y liderado por un ente estatal que siente las bases, principios y lineamientos, a través de una normativa para el efecto; y que posteriormente se irradie hacia los gobiernos locales.
Ahora bien, se requiere por una parte recurso humano calificado para el desarrollo de los sistemas, y por otra parte capacitar a los usuarios para eliminar el analfabetismo digital y promover el uso de dichos sistemas.

Muchas gracias por el aporte Miguel Reynolds, la mayoría de los países que incorporaron el gobierno electrónico, crearon una entidad que lleva adelante todas las políticas estatales relacionadas a la inclusión de las TICs en la gestión gubernamental, en muchos casos Ministerios, en el país en un principio se creó la ADSIB, con la finalidad de eliminar la brecha digital en el país, luego la ley 164, crea el COPLUTIC, que involucra a la ADSIB y otros Ministerios para la elaboración de los planes de Implementación de gobierno electrónico y software libre y estándares abiertos, sin embargo se vio la necesidad de crear la AGETIC, a la que se ha otorgado la misión de llevar adelante la implementación de Gobierno electrónico y otras. Esta entidad es la encargada de elaborar, planificar e implementar políticas relacionadas al Gobierno electrónicos y desburocratización de trámites. Que en un principio toma en cuenta al nivel central, y luego se contempla los otros niveles como indicas. Con relación al recurso humano y desarrollo de sistemas, seguro que la demanda de personal en el área tecnológica será amplia, debido que se generará un nuevo ecosistema tecnológico el mismo que implica el uso intensivo de TICs, en la actualidad la Escuela de Gestión Pública lleva adelante cursos de capacitación en temas tecnológicos.

Un objetivo muy importante a lograr para llegar a tener una buena base en un gobierno electrónico es centralizar la información de modo que esta sea transparente tanto para instituciones estatales, para instituciones privadas y para la ciudadanía en general. Algunos casos de uso son: el registro delincuencial, el historial de propietarios de automóviles, el seguimiento del proceso de los trámites, entre otros.

Muchas gracias por el aporte Daniel Jiménez, Tal como lo dicta la ley 164, debemos incorporar el uso de TICs, en todas las áreas, por lo tanto debemos pensar en bases de datos que involucran datos de educación, salud, gestión gubernamental, producción, comunicación trabajar a todo nivel, que debemos pensar que vamos a una BigData, la que debe ser administrada con la seguridad necesaria, en beneficio de la ciudadanía.

Creo que en cuanto al tema de gobierno electrónico hay bastantes puntos que tocar, pero hay un común denominador entre todas las participaciones que fui leyendo es el de sistematizar, simplificar y mejorar los diferentes trámites que se hacen a nivel gobierno, creo que esta parte la vemos en otro debate en esta misma página. Un punto que me llamo bastante la atención es el de promover la participación ciudadana y esto podría ser clave pues yo creo que el gobierno electrónico no tiene que ser simplemente una cuestión de sistematizar todos los servicios sino mas bien tiene que ser un proceso de inclusión del ciudadano a la toma de decisiones, por ejemplo si hubiera una aplicación que nos permita saber que leyes están en debate en el parlamento y que nos permita hacer sugerencias sobre mejoras o modificaciones a estas sería una gran novedad y un gran avance en cuanto a inclusión ciudadana, claro esta que no es simplemente lanzar servicios sin preparar a los ciudadanos, para esto hay que hacer que el ciudadano común sienta interés y se involucre con el manejo de TIC’s, en este sentido el camino a recorrer es amplio, pues primero hay que preparar a la ciudadanía y una vez esten listos para el manejo de TIC’s hay que comenzar a brindar los servicios necesarios para que tengamos un gobierno electrónico eficiente y que no sea solamente una bandera que enarbolamos pero que al final no sea de utilidad.

Muchas gracias por el aporte Freddy, Sin duda alguna el ciudadano o ciudadana, tiene que participar para llevar adelante las políticas públicas de gobierno electrónico, esta participación debe ser proactiva, a partir de las organizaciones sociales con responsabilidad, planificar los temas de socialización que debe ir junto al de concienciación y este junto al de capacitación. Este punto es muy importante y como ejemplo de la región tenemos un opendata que recién entro en funcionamiento en el Paraguay, sin embargo se trabajó durante más de un año con la sociedad.

Considero que la propuesta de plan de gobierno electrónico que se encuentra disponible en el sitio Web de Coplutic, ya establece 4 pilares base (Gobierno Soberano, Gobierno Eficiente, Gobierno Integral, Gobierno Complementario) que debemos tomar como referencia para evaluar o realizar las propuestas de establecer el enfoque ajustado a las necesidades del Estado Plurinacional de Bolivia, además citado plan muestra la situación actual que se tiene entre las Instituciones para lograr una integración de los sistemas de información que permita el desarrollo y establecimiento de Gobierno Electrónico eficaz y eficiente. Entre ellos se menciona necesidades de mejora en:
• Infraestructura Tecnológica.
• Infraestructura de Seguridad.
• Intercambio eficiente de información.
En ese sentido, tomando como base lo descrito y considerando que la Ley de Telecomunicaciones y su Reglamentación esta dando un impulso al avance en el establecimiento de mecanismos y servicios para el acceso, uso y desarrollo de las Tecnologías de Información y Comunicación. Se ve necesario el establecimiento de un marco regulatorio en el ámbito de Gobierno y Gestión de Tecnologías de la Información, Gestión de información entre instituciones y Seguridad de la Información que permita cubrir las necesidades descritas, y por ende mejorar la eficiencia de operaciones “back office”, conectar al ciudadano y ofrecer más servicios con un enfoque al mismo( desde su nacimiento, educación, transporte, trabajo, Impuestos, matrimonio, Casa, Salud, Cultura, Deporte, Viaje, Pensión y Muerte.), a través del Gobierno Electrónico en el País.

Muchas gracias por el aporte Edson Vallejos, En efecto este documento indica los cuatro pilares, que salieron del análisis sobre la información recogida por el COPLUTIC, donde se analiza el nivel de implementación de infraestructura tecnológica, uso de tecnologías y recurso humano, en distintas entidades del estado. Y se propone el plan de implementación de gobierno electrónico. A finales de la gestión 2015 se crea la AGETIC, dependiente del Ministerio de Gobierno para llevar adelante el plan propuesto, sin embargo para que funcione este plan es necesario, como indicas, revisar el marco regulatorio y si es necesario elaborar la normativa que no esté presente y que sea importante para el avance de la puesta en marcha del Plan en beneficio de la ciudadanía.

Muchas gracias por el aporte Patricia Flores, es una tema que sin duda tomaremos en cuenta, no olvidemos que en la actualidad tenemos funcionando al Programa Nacional de Telecomunicaciones de Inclusión Social – PRONTIS, dependiente del Ministerio de Obras Públicas, Servicios y Vivienda, destinado al financiamiento de programas y proyectos de telecomunicaciones y tecnologías de información y comunicación, que permitan la expansión de redes de telecomunicaciones y desarrollo de contenidos y aplicaciones, para el logro del acceso universal en áreas rurales y de interés social, esta institución está llevando adelante proyectos que incorporar los kioskos digitales o electrónicos, que en algún momento será de gran utilidad para el tema de socialización y concienciación del gobierno electrónico.

Sin embargo, ya que tocaste este tema que amerita profundizar un poco, ¿conoces algún proyecto de este tipo que se pueda implementar en el país?.

1.- Mejora de los procesos = mejora de sistemas informáticos, 2.- un sistema X de Activos Fijos en una institución pública es = a otro sistema Y de Activos Fijos en otra institución pública, por lo que debería estandarizarse y normarse, este tipo de sistemas dentro la Administración pública. 3.- El área de Informática debe adquirir una posición estratégica dentro el organigrama de las entidades públicas.4.- Ya existen entidades que tienen excelentes sistemas informáticos y experiencia en la implementación,deberia Premiarse las buenas Prácticas Informáticas haciendo que el ciudadano califique los sistemas informaticos.

Muchas Gracias por el aporte Sandra Mamani, Tu enfoque es muy interesante, en principio mejorar los sistemas informáticos, ¿Cómo detectas que debes mejorar un sistema informático?,

En el estado se manejaba el Sistema de Información de Activos Fijos,SIAF, verificaremos que se maneja una versión actualizada, y el uso de este sistema. La idea que tu planteas es a lo que debemos llegar aplicando las TICS en las entidades del Estado.

Es verdad que el área informática debe fortalecer en gran medida y los profesionales contratados deben ser proactivos, con la finalidad de que el área de sistemas no sea un área de soporte, más bien una área que otorgue información en base a los sistemas informáticos para la toma de decisiones a nivel gobierno electrónico. Esta sección es muy importante en la relación Gobierno-Gobierno.

Dentro del Estado existe “El premio a la excelencia para el vivir bien”, donde se premia a todas las iniciativas de innovación tecnológica y califican los ciudadanos que se inscriben como evaluadores. Te invitamos a participar de esta actividad, ya va por su tercera versión. Esperemos que para la cuarta se presenten estas innovaciones tecnológicas. Pero sin alejarnos del enfoque que presentas, tomaremos en cuenta un conjunto de buenas prácticas informáticas para implementarlo dentro del gobierno electrónico.

Se debe inculcar (a todos los involucrados) la cultura de Gobierno Electrónico para que cada Institución, en el marco de sus atribuciones, pueda establecer el mejor camino para su implementación. No se debe perder el horizonte tratando de definir lineamientos únicos para todos sin tomar en cuenta las características particulares de cada institución debido a que lo único que provocarán es el fracaso inmediato.

Asimismo, es importante que las instituciones a cargo de impulsar este interesante proyecto(AGETIC, CTIC, ADSIB, etc.) no dispersen esfuerzos ni recursos; al contrario, se debería trabajar en un plan maestro al cual todos podamos aportar.

Bueno desde mi punto de vista, urge la necesidad de establecer un gobierno electrónico en Bolivia, lo cual permitirá a la administración pública adquirir el calificativo de ser eficiente, muchas instituciones ya han ido implementando algunos recursos para ello, lo cual dió buenos resultados. Pero no debemos dejar de mirar la realidad de la población, tengamos en cuenta que para implementar el gobierno electrónico la población sino es general o gran parte de ella, debe contar con conocimientos mínimos de como ulilizar por ejemplo algun dispositivo de ultima generación, como las tablets digamos o un simple ordenador o un celular que le permita acceder a algun tramite o información en específico; ya que como bien se supo en las noticias, cuando se entregaron laptops a los maestros, el 40 % de todos le dio uso, el resto no sabia manejarlo o no sabia como darle utilidad para implementarlo en su principal función “la enseñanza” (y eran maestros), en sistesis la población debe ser capacitada también en las tecnologías de información y comunicación. Por otro lado, también se debe poner en consideración el acceso a las TIC’s que la población boliviana tiene, vale decir cuantos tienen un ordenador en su domicilio, cuantos acceden a internet, etc. etc. Para corroborar lo mencionado, en la institución en la que trabajo, si bien se puso a disposición recursos para obtener información estadística en un portal, muchos usuarios se presentan personalmente a solicitar su información, todo por no contar con los medios teconológicos para recabar su información sin tener que apersonarse, o pues en algunos casos también podría ser porque no es fàcil la obtención de dicha información, lo cual también habria que tomar en cuenta.

Si bien no podremos capacitar ni esperar que todos los Bolivianos usen todas estas herramientas porque simplemente no podrán hacerlo, sería por lo menos que trámites básicos sean en linea y transparentes, como caso personal, mi mamá es auditora y para hacer un proceso de importación del Brasil a Pando le dijeron que debe ir a averiguar cómo es el proceso y el pago de impuestos a Cobija, lo cuál no tiene ningún sentido. Hay trámites como legalización y consultas que se las sigue haciendo presencialmente incluso dentro de las ciudades, el primer paso debería ser centralizar la información de todas las entidades públicas.
